Favors, kickbacks and contracts all come through the Deputy Mayor’s Office. He passes some of them back to us and we make sure he gets re-elected.

Location: Chinatown East Neighborhood
Get some of your contracts, favors or kickbacks returned when you spend them training troops.
The higher you level it up the more contracts, favors or kickbacks you get back with every training.

Not every troop has to be bought. Suckers in the Clip Joint get fleeced and before you know it, they’re begging to work off the money they owe us.
